Shanghai Minhang Economic and Technological Development Zone (Minhang Development Zone) was built up in 1983 as one of the first two national development zones in Shanghai. It was approved in October, 1986 by the State Council to be a national level economic and technological development zone. The Zone now covers 3.5 square kilometers and is the smallest in area of all the national level industrial development zones.
Minhang Development Zone has been certified by IS014000 Environment Management System and ISO9000 Quality Management System and was granted the title of “Shanghai Model Zone of Environment and Quality”. By the end of 2005, it has attracted 168 projects with more tan 2.6 billion USD investments, over 15 million USD for each project in average. After continual industrial restructuring, the park has adopted a pattern where world’s top 500 enterprises plays a dominant role in investing three major industries with electro-mechanics industry, represented by subway transportation and power station facilities, as the mainstay; medical industry, represented by blood products and pharmaceuticals, and light industry, represented by food and beverage, as the subsidiary industries. Now the Zone boasts a dozen of core enterprises and business groups with annual production volume of more than two billion RMB. The park has achieved sales revenue of 227.2 billion RMB and profit of 25 billion RMB, paying 28 billion RMB taxes which are 28 times the 10 billion RMB national investments.
While pursuing intensive and quality development, Minhang Development Zone made tremendous efforts in riding itself of the limitation of resources and developing Lingang to adhere to the requirement of developing advanced manufacturing first by the municipal government and the city’s CPC committee. In Feb. 2006, Minhang Development was approved to expand itself to Lingan by the State Council. The expansion was planned to cover 13.3 square kilometers. And the newly built area will focus on modern equipment and advanced manufacturing industries. The Lingang Area of Minhang Development Zone is located on the intersection of Yangtze River estuary in south-east Shanghai and Hangzhou Bay, 75 km from central Shanghai. It has formed together with the construction of the city’s many major infrastructure projects, such as Pudong International Airport, Yangshan Deep Water Harbor, Haigang New City, Donghai Bridge, Hulu Highway, Lianggang Avenue, Ligang Transportation Network and Pudong Railway, a virtuous circle of harbor-city-zone interaction and mutual promotion.
Shanghai Minhang Economic and Technological Development Zone is constructed, developed and operated by Shanghai Minhang United Development Corporation. The company is a three-party joint venture of Shanghai Real Estate Corporation, Hongkong Dongying Development Corporation and Dongxing Investment Holding Corporation. And the former two are represented by their four wholly-owned subsidiaries. The united corporation was established in Feb. 1985 and has a registered capital of 400 million RMB.
