Established on April 10, 2002, Shanghai Construction Engineering Test Industry Association (SCETIA) is a non-profit social organization as legal person organized voluntarily by of construction testing entities in Shanghai.

  SCETIA’s mission is to abide by the Constitution, laws and regulations, implement the guidelines and policies of CPC and the government, assist the government in industry management, protect the legal rights and interests of the members, conduct the functions of industry service, industry self-discipline, industry representation and industry coordination, and make active contribution to improving the overall construction engineering quality of Shanghai.

SCETIA’s main functions:
1.To communicate and implement regulations and policies in relation to construction engineering testing work, be involved in the government decision-making process concerning industry development, industry reform and industry interests, propose suggestions on economic policies and legislation, and participate in hearings held by the government;

2.To establish industry self-discipline mechanism, develop and supervise the implementation of guild regulations, enhance members’ professional ethics and service level of the industry, coordinate internal relations, and advocate cooperation and fair play within the industry, protect the legal rights and interests of the members, and mediate complaints and business disputes;

3.To strengthen the communication between members, between member and the building administration, between the member and the users and between the industry and other industries, and report the comments and suggestions of the members to the authorities on behalf of the industry;

4.To conduct industry statistics and industry investigation, distribute industry information, make notarization and price coordination, and carry out admittance qualification review upon the assignment of the building administration.

5.To organize construction arbitration testing upon the request of related organizations;

6.To carry out training and assessment for construction testing practitioners, and issue qualification certificate upon the authorization of building administration;

7.To be involved in the formulation of local or national technical standards and specifications;

8.To participate in the testing and assessment of new construction structures, new technologies, new products, and other scientific and technological achievements;

9.To organize construction testing technical consulting and exchange activities, study and popularize advanced technologies and management methods, organize research, development and application of detection equipments, appraise and recommend excellent papers and technical achievements on construction engineering testing;

10.To collect and provide construction engineering testing information, and edit, translate and publish professional publications, collections and newsletters;

11.Carry out exchanges and technical cooperation with domestic and foreign construction engineering testing organizations.

12.To organize performance assessment of the members and recognize outstanding members; take correction actions against the members who break related regulations by warning, criticism or termination of membership; and advice the administration to take measures against the illegal behaviors of non-members according to the law.
